Electrical due diligence for Michigan IRA property
Before an IRA buys Michigan property, review electrical records, service capacity, panels, wiring, safety devices, repair scope, and payment procedures.
A light switch can work while the circuit behind it is overloaded, altered without a permit, or poorly matched to the equipment it serves. A tidy breaker panel can still have an unreadable schedule or a service that leaves little room for a new tenant load. Electrical due diligence begins where the ordinary walk-through ends: with records, qualified inspection, and a repair scope tied to the property's actual use.
That work needs extra coordination when a self-directed IRA is buying. Inspection fees, permit costs, repairs, and future maintenance need a documented path through the custodian. The IRA owner should not plan to open a panel, replace devices, buy materials, or pay a contractor personally while hoping to sort out the account records later.
Build the electrical record before judging the system
Ask for electrical permits, inspection approvals, contractor invoices, service-upgrade documents, panel schedules, plans, warranties, and records for generators, solar equipment, batteries, electric-vehicle charging, pools, hot tubs, signs, or detached buildings. Match each document to the work it actually covers. A permit for a new service does not prove that later basement wiring or an outbuilding circuit was included.
Look for a final approval, not only a permit application. If the seller says work was completed, compare that statement with the enforcing agency's records and the equipment on site. Missing paperwork does not prove that the work is unsafe. It does mean the buyer needs to learn who performed it, what was changed, whether an inspection was required, and what the current authority expects before assigning a repair budget.
- Service size, utility account information, and any record of a service or meter change
- Panel and subpanel manufacturer, model, ratings, directory, and installation documents
- Permits and final inspections for additions, remodels, kitchens, baths, rental conversions, and outbuildings
- Records for hard-wired heating, cooling, water equipment, pumps, appliances, and commercial machinery
- Documents for generators, transfer equipment, solar arrays, batteries, chargers, pools, docks, and exterior circuits
Use the authority that serves the exact address
Michigan's Department of Licensing and Regulatory Affairs says electrical code enforcement may be handled by the state, a county, or a local unit of government. LARA tells applicants to check its Statewide Jurisdiction List and submit a permit application to the appropriate enforcing agency. That is especially important in West Michigan, where two nearby properties may answer to different offices.
LARA's current code-book page lists the 2023 National Electrical Code and the 2023 Michigan Part 8 Electrical Code Rules. The code edition in force today is not a shortcut to judging older work. Ask the electrical inspector, electrician, and buyer's attorney which requirements apply to an existing installation, a proposed change of use, and any work planned after closing. An older system is not automatically defective because newer rules exist, and a recent device does not make the whole system current.
The state permit page also limits who may apply for an electrical permit. It refers to licensed electrical or specialty contractors and a narrow homeowner provision for work in a single-family home owned and occupied, or to be occupied, by the person doing the installation. Do not assume that provision fits IRA-owned investment property. Confirm the permit applicant, contractor licensing, and inspection process with the enforcing agency and the buyer's Michigan attorney before work starts.
Give the electrician a real scope
A general property inspection can identify visible concerns, but it may not answer a question about service capacity, concealed alterations, grounding and bonding, voltage drop, specialized equipment, or the cost of correction. When the inspector flags a concern, or the property's use is demanding, bring in a properly licensed electrical contractor for a focused review. Give that contractor the inspection report, available records, proposed use, equipment list, and known future work.
The scope should follow the building. A small rental house, mixed-use storefront, farm property, lake house, and light-industrial building do not present the same loads or equipment. Ask what could be inspected safely and what could not. Occupied spaces, locked panels, stored materials, finished walls, disconnected equipment, and a system that cannot be energized may limit the conclusion. Those limits should stay visible in the report.
- Service entrance, meter equipment, main disconnect, panels, subpanels, and visible feeders
- Panel labeling, breaker and fuse compatibility, open spaces, visible damage, corrosion, heat, and improvised changes
- Visible branch wiring, junction boxes, receptacles, switches, lighting, grounding, bonding, and protective devices
- Dedicated circuits and disconnects for major appliances, HVAC, pumps, commercial equipment, and life-safety systems
- Exterior, garage, basement, crawlspace, attic, outbuilding, dock, sign, and other location-specific wiring
Treat everyday clues as questions, not diagnoses
Warm or discolored outlets, loose plugs, frequent breaker trips, flickering lights, damaged cords, missing covers, buzzing, sparks, or an electrical odor deserve follow-up. So do extension cords used as permanent wiring and a panel directory that does not match the building. Do not test a suspected defect by repeating the condition or removing a cover during a showing. Photograph what can be observed safely, stop using equipment when a qualified professional recommends it, and put the question in writing.
The U.S. Consumer Product Safety Commission staff's Home Electrical Safety Checklist identifies warm outlets, loose-fitting plugs, damaged cords, improperly operating switches, and long-term extension-cord use as conditions that can point to shock, overheating, or fire concerns. It also discusses testing ground-fault and arc-fault protection according to the applicable instructions. That consumer checklist is a useful prompt. It is not a code inspection or an opinion on a particular building.
Pay attention to water. West Michigan properties may have basement seepage, exterior receptacles, wells, sump pumps, irrigation, pools, hot tubs, or waterfront equipment. Corrosion, damp locations, and equipment near water call for a qualified review of the installation and its protective devices. A working sump pump says nothing about whether the circuit, backup plan, and alarm arrangement fit the risk the building faces.
Compare capacity with the proposed use
Service capacity is not judged from the number printed on the main disconnect alone. The electrician needs the connected equipment, demand, panel ratings, feeder sizes, and proposed additions. A plan to add electric heat, air conditioning, laundry equipment, a commercial kitchen, machinery, a well pump, or vehicle charging may change the answer. So can converting a space to a use that requires different equipment or life-safety systems.
Ask for a load review when the future plan depends on added electrical demand. Then confirm with the utility and enforcing agency what work may be required on their side of the meter and on the property side. Utility scheduling, transformer or service work, trenching, permits, equipment lead times, and restoration can affect both cost and timing. A contractor's allowance should say which of those items it includes.
Commercial and mixed-use property needs a tenant-by-tenant equipment list rather than a rough square-foot assumption. Review lease responsibility for electrical service, interior distribution, separately metered areas, repairs, and upgrades with the buyer's attorney. A tenant's current equipment may not describe the next occupant's needs, and no future tenant, use, rent, or occupancy is guaranteed.
Price the repair, access, and restoration together
A complete estimate should separate immediate safety work, permit or inspection issues, functional repairs, capacity upgrades, and optional improvements. Ask for the equipment and areas covered, contractor license information, permit assumptions, utility coordination, testing, inspection, cleanup, and closeout documents. If several bids use different scopes, the totals are not yet comparable.
Electrical work often reaches beyond the electrical line item. Opening plaster or drywall, trenching to an outbuilding, moving stored property, repairing finishes, firestopping penetrations, relocating tenants lawfully, and restoring landscaping can all add cost. If the work depends on another trade, show the sequence. A new panel may not solve deteriorated branch wiring, and a new circuit may not solve a utility-capacity problem.
Build the IRA budget from written, property-specific information. Keep a reserve for findings that could not be examined before closing and for ordinary failures later. Do not erase a known electrical cost with assumed rent, full occupancy, appreciation, a refinance, or an insurance payment. None of those outcomes is guaranteed.
Plan occupied work around lawful housing practices
For rental property, decide who receives repair reports, responds to outages, gives lawful notice, arranges access, and documents completion. Emergency response and planned upgrades may need different procedures. The property manager and Michigan attorney should review lease obligations, entry rights, service interruptions, temporary arrangements, and local rental requirements before the IRA inherits an unresolved electrical project.
Apply inspection, repair, communication, and accommodation procedures consistently. HUD states that the Fair Housing Act prohibits housing discrimination because of race, color, national origin, religion, sex, familial status, or disability. Electrical findings should lead to decisions based on the building, qualified professional recommendations, and applicable requirements, not a tenant's protected characteristics. Michigan and local protections may also apply.
Keep the project inside the IRA's process
Ask the self-directed IRA custodian how inspections, deposits, permits, utility charges, repairs, and later maintenance must be contracted for, approved, and paid. Confirm the purchaser name, signature authority, invoice format, and funding lead time. If the seller will complete work before closing, have the purchase agreement define the scope, contractor, permits, inspections, access, documentation, and buyer verification with advice from the buyer's attorney and electrical professional.
IRS prohibited-transaction guidance includes furnishing goods or services between a plan and a disqualified person, as well as a disqualified person's use of plan assets for personal benefit. Do not assume the IRA owner can troubleshoot wiring, install devices, buy materials, let a disqualified person perform the work, or pay an electrician personally and seek reimbursement. The answer for a specific task, vendor, payment, or ownership arrangement belongs with the custodian, CPA, and attorney before anyone acts.

Leave closing with a usable electrical file
Keep the inspection reports, photographs, panel schedules, permits, final approvals, contractor credentials, scopes, estimates, utility correspondence, equipment documents, invoices, warranties, tenant communications, custodian instructions, and closing records together. Add a short plan that identifies each panel and major disconnect, the person responsible for follow-up, and any area that could not be inspected. A handwritten breaker label is useful, but it is not the whole electrical history.
